Wanted:

SARS is looking for a motivated, passionate person who can work with multiple cross-functional teams and various stakeholders in the execution of strategic sourcing initiatives and tender management processes in support of the Manager – Strategic Sourcing.  S/he will contribute towards the higher purpose and service orientation of SARS by ensuring that end user requirements are timeously sourced through a system that meets the requirements of Section 217 of the Constitution.  In addition, s/he will be responsible for effectively managing the vendor relationships according to the Service Level Agreements (SLAs) established for each of the commodities under his/her span of control. When the sourcing/tendering processes are finalised, s/he will ensure that the planning of contract negotiations enables the appropriate involvement between the vendors, procurement, finance and business. The successful incumbent will join a highly motivated and capable team responsible for strategic sourcing initiatives carried out within well-governed processes.

Job Purpose:

To develop and deploy commodity management strategies to deliver value through strategic sourcing for designated commodities. To formulate implementation plans for a portfolio of commodities and manage suppliers and customer relationships. To execute strategic sourcing initiatives, tender management processes by leading adhoc cross-functional teams in the acquisition processes in accordance with the SARS supply chain management policy. To lead facilitate an efficient, effective and compliant public procurement that demonstrates the fundamental pillars of a competitiveness, fairness, equitability, transparency and cost-effectiveness.

Education and Experience:

Minimum Qualification & Experience Required

  • Relevant Bachelor’s Degree / Advanced Diploma  (NQF 7) AND 5-7 years’ experience in a similar environment, of which 2 – 3 years ideally at a functional specialist level in the strategic sourcing, project management and tender administration environment (external candidates)
  • Relevant i.e. in commerce/supply chain/Business Management or Construction related degree such as Quantity Surveying, Architecture or Civil Engineering. Postgraduate holder of CPIM or MCIPS qualification will be an added advantage
  • Senior Certificate (NQF 4) AND 10 years of experience in strategic sourcing, project management and tender administration (internal candidates)

Experience:

The successful candidate will be expected to demonstrate previous experience in the sourcing of Corporate Real Estate, Customs and Construction related commodities that include understanding of the facilities management, specialised goods and services and a clear understanding of the supplier market. Asset management in procurement facilities will be an experience element required.  Excellent writing skills will be a pertinent requirement.

Job Outputs:-

Process :              

Ensure that the business requirements of SARS are met and take appropriate actions by co-ordinating the implementation of contract negotiation, communication with suppliers or modifying procedures to ensure customer satisfaction. Ensure that the procurement function complies with all statutory and Treasury requirements and SARS policies and procedures.

Responsible for conducting sourcing strategies for commodities from low (routine) to high (strategic) complexity level. Research information on suppliers using appropriate sources of information to select appropriate suppliers and evaluate financial, commercial and technical capabilities of potential suppliers. Responsible for lead facilitating the end-to-end Tender Management in a structured process starting by directing and controlling from specification to adjudication and ensuring that enabling contracts are established for commodities from low (routine) to high (strategic) complexity level.  Responsible for effectively managing supplier relationships, mitigating non-performance and taking appropriate actions to ensure delivery to agreed standards.

Act as the bottom-line drivers of tactical implementation within the context of business unit excellence and performance improvement. Plan for handling work outputs, pull together interdependent activities & specify priorities, standards & procedures to ensure tactical implementation. Proactively identify interconnected problems, determine its impact and use to develop best fit alternatives; implementing best practice solutions. Provide periodic reports on performance against plan & progress on short-term initiatives & use to realign tactical plan and objectives appropriately.

Recommend changes to optimise processes, systems, policies and procedures, and execute the implementation of change and innovation initiated by the organisation. Timeously communicate top down policy and associated single practice area modification, objective achievement progress and critical success factors to impacted stakeholders. Use the insights gained through integrated business reports to measure success & realign tactical strategy implementation objectives appropriately.

Governance:                      

Ensuring that the procurement function, however exercised within SARS, complies with all statutory requirements and the SARS Procurement Policy and Procedures. Understand and implement governance control processes and role segregation requirements in area of accountability.

People:                

Create a positive work climate & culture to energise the adhoc task teams, peers and internal customers by minimising work disruption and maximising productivity. Develop & implement appropriate people capacity plans in line with delivery & efficiency targets, on budget & in partnership with specialised area. Plan & implement enhanced organisational efficiency by identifying and addressing development requirements & providing tools for people resources. Translate performance expectations into specific metrics and goals to identify and provide effective services, solve problems and achieve objectives.

Finance:               

Facilitate acquisition within budget, tactical delivery plans and monitor planned vs. actual to minimise risks of over expenditure. Drive the achievement and report on cost efficiency. Implement and monitor financial control, management of costs and uphold corporate governance in area of accountability.

Client:                   

Structure medium-term vendor and end-user relationships. Build strong relationships and implement service level agreements that promote SARS with internal and external stakeholders. Develop and ensure implementation of practices which builds service delivery excellence and encourages others to provide exceptional client service. Execute work in a manner that demonstrates an integrated service excellence culture, which builds rewarding relationships and provides opportunity for feedback and exceptional service.
