Job Description…

As the Compliance Manager at HS2 you will be responsible for managing all commitment compliance activities, including project managing the processes for Undertakings and Assurances (U&As) and third party and commercial agreements through to discharge completion, whilst working with the delivery teams (Integrated Project Teams (IPTs)) to ensure compliance.

About the role:

  • To be responsible for managing all commitment compliance activities on behalf of HS2 stakeholders and project managing the processes for Undertakings and Assurances (U&As) and third party and commercial agreements through to completion, working with the Integrated Project Teams.
  • To be responsible for HS2 led U&As, collaborating with teams as required to identify the compliance required, support the development of compliance plans to ensure that all aspects of design, construction and land and property activity will meet with the U&A requirements and ensure evidence is recorded.
  • To have accountability for Contractor led U&As, providing instruction and facilitation to ensure U&As are completed  on time and within budget.
  • To be responsible for undertaking assurance checks and audit, ensuring the process for dealing with non-compliances and potential non-compliances is followed as appropriate.
  • To be responsible for contributing to all compliance reporting as required.
  • To have accountability to work with other Directorates to ensure consistency of approach in management of U&As.
  • To be responsible for the management of the governance and process for third party agreements from initiation to sign off and compliance, including issue of payment where required.
  • To be accountable for managing dispute resolution and identifying risks and opportunities.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with organisational initiatives, policies and procedures on EDI.

 Qualifications

 About you:

  • Experience of high-quality compliance management and reporting;
  • Experience of providing counsel across an organisation on community engagement, and performance monitoring and management;
  • Experience of working in a political and/or regulated environment/sector;
  • Ability to deliver in a maturing environment against challenging timescales and developing requirements;
  • Ability to deliver monitoring and reporting arrangements in a complex and demanding environment;
  • Ability to produce written and verbal communications which convey complex details in a simple manner;
  • Ability to engage a range of stakeholders with transparency and integrity both within the public and private sectors, on projects or policy areas of comparable scale, scope and complexity;
  • Knowledge of high-quality compliance management and reporting.

As a at Project Controls Manager at HS2 you will be responsible for the development of the project baseline across scope, time, cost, risk and quality for a development or delivery area of the HS2 Programme, providing analysis of performance against the baseline and highlighting any trends or risks to support decision making. You will also support controls governance and change management to ensure all impacts to the baseline are assessed and managed.

  • Responsible for developing and maintaining an integrated baseline across scope, time, cost, risk and quality and track performance for project and contract.
  • Responsible for managing, supporting and co-ordinating project controls activities within the supply chain, for projects or contracts to assure the accuracy and quality of cost, risk and schedule information being captured.
  • Accountable for analysing the data & reports submitted and providing insights and trends on performance and risks to support decision making.
  • Responsible for managing the periodic correlation of schedule, cost, quality and risk to drive expedient programme delivery and manage performance whilst capturing and analysing cost data, including inputting cost data into HS2 data capture systems.
  • Responsible for reviewing supply chain programme submissions and updating client schedules.
  • Accountable for managing risks for a development or delivery area of the HS2 Programme, leveraging SME advice and technical knowledge from specialists to respond to project delays, issues and other challenges throughout the project.
  • Responsible for supporting and coordinating the change management process, ensuring impacts to the baseline are effectively assessed and managed.
