Job Description….

The Department of Health & Social Care deals with issues central to all of us: from preventing pandemics to funding social care; from helping the NHS to use taxpayer’s money wisely to reducing needs of the future by tackling childhood obesity.

The Commercial Capability and Supplier Management (CCSM) Team’s role is to improve productivity and performance across the system by supporting better commercial practice and leading a drive towards more efficient processes and ways of working.

The Department has built a Commercial Capability & Supplier Management function around a team of people and processes in order to manage contracts through creation, delivery and closure, with a focus on value, risk mitigation, governance, compliance and supplier relationship management.

As well as supporting our ALBs in their operational contract management (CM) and financial performance we are driving a deep cultural shift; whereby the implementation of good CM in delivering additional value to patients, service users and therefore the taxpayer, is seen as the norm rather than a nice to have. We work with our ALBs and colleagues from other government departments to build commercial knowledge, share best practise and develop commercial leaders of the future. Many of our capability activities are delivered in partnership with our ALBs via our Strategic Commercial Steering Group and are aligned externally with the Government Commercial Function (GCF) central learning offer. Additionally, we work in partnership with our NHS colleagues help improve commercial capability across the whole health system.

The role of the Commercial Capability and Supplier Officer is to: –

• identify the development needs of our people; to obtain, create and promote learning which addresses their needs and helps to progress their careers;
• to provide commercial support to ensure that contract / subcontract compliance is maintained to the Department, its ALBs and to the wider NHS.

• Support Head of Profession (capability) plan activities by working with the CCSM lead to monitor completion of agreed capability actions by engaging with and managing stakeholders across the health family;
• Create and develop learning and development opportunities for commercial colleagues throughout the health family.
• Communicate the commercial offer and strategy through production and delivery of presentation materials to commercial colleagues via various communication channels.
• Report progress against Head of Profession plans and actions to Boards, Steering Groups and senior managers through highlight reports, briefing materials and presentations.
• To support the organisations and delivery of large learning and development events (e.g. Commercial Health Family Development Programme, CM networking events, workshops) co-ordinating all aspects (e.g. invites, guest lists, presentations, agenda) to ensure seamless and quality delivery for attendees from across the Department, its ALBs and the wider health
• Engagement with key stakeholders to obtain their support and commitment to the principle of contract and supplier performance management. This will require the introduction of contract management tools to stakeholders across the Department Directorates and ALBs.
• To ensure the Atamis Contract Management Platform is kept up to date and provide management information to the commercial team function within DHSC.
• To support the development of user guidance and tools including workshops/awareness/training sessions to increase contract management capability in the department.
• To support the Contracts Managers and Strategic Contract Managers in providing a commercial and procurement service to the Department, its ALBs and the wider health family.
• To support Operational Contract Managers in the management of our Bronze contracts. This will involve proportionate implementation of CM tools, risk and issue management; contract review, extensions, renewals and resolving any escalated issues.
• To support key workstreams to improve supplier management skills across the Department, its ALBs and the wider health family

Job Description

Connect has been upgraded as part of a wider programme of enhancements, resulting in an increase to 5,000 users, as well as the number of data analysts rising to 360. In addition, the department is undertaking an ambitious programme of work to build a replacement for the transactional risking service under the Protect Connect Project (PCP) and the successors to Connect, known as the Strategic Risking.

Connect is a key element of HMRC’s ongoing enforcement & compliance activity and remains the Department’s strategic risking solution as Strategic Risking is developed over the coming years. These capabilities form the foundation stone of future compliance activity. We are reliant upon the development and exploitation of Connect to deliver the stretching Departmental targets over the next five years. CREST provides a flexible, multi-functional, multi-skilled data analytics function and is part of HMRC’s professional Risk & Intelligence capability. Industry leading risking / data analysis tools and techniques are used to provide business insight into HMRC’s customer populations for sponsors within HMRC.

Over the next few years, Connect is going to have a programme of enhancements to create further efficiencies and ensure the successful delivery of more compliance cases across CCG CREST are recruiting analysts that will be trained to deal with the influx of work expected, which includes:

CREST is looking for a range of analysts to support and lead across the following areas:

HMRC Jobs Change and Enhancement Delivery (5 posts)

As part of this stream, you will be responsible for operationally delivering change and improvement projects across the Connect network. You will be involved in several projects, ensuring each meets the business and technical requirements set by the Change and Enhancement Lead and the Service Delivery Manager. It is essential for you to understand the end-to-end change process for Connect as this will provide the background for all the work you complete.

You’ll be encouraged to become Domain Experts in the data being fed into Connect. This will require you to engage with colleagues from across the department, personally research data feeds and understand the end-to-end processing of the data. As a result, you will lead on changes to these data feeds and become a point of contact for queries relating to them.

As you go through the Specialist Trial Period, you will be taught how the users of Connect utilise the data to profile risks. This will help you to better understand your customers, and how you can then improve the efficiency of their work. Whether this is through improvements to existing feeds, bringing in new data feeds or building automated processes to reduce the resource required. This will lead to formal project management training, SAS programming and SAS Macro training.

HMRC Jobs Data Delivery (1 posts)

As part of this stream, you will be responsible for operationally delivering data into a whole host of systems, which includes Connect. You will be involved in several projects across the data delivery process, ensuring the requirements set by the Data Delivery Lead are met. It is essential for you to understand the end-to-end Data Delivery process as this will provide the background for all the work you complete.

You will be encouraged to become Domain Experts in the Data Delivery pipeline. This will mean understanding who your stakeholders are and building positive relationships with them. It will mean understanding where each feed comes from, how it’s processed and the path it takes to each system. You will lead on changes to the delivery pipeline that will form part of a larger transformation programme, the aim of which is to improve the overall efficiency of the process, improving data quality and reducing data delivery times

As this role does also require analysts completing the Specialist Trial Period, you will be taught how the users of Connect utilise the data to profile risks. This will help you better understand the work you are completing and the impact you have on the wider business stream. This will also allow you to follow projects all the way through to completion, including assurance testing and visualising issues found.

HMRC Jobs Essential Criteria:

  • Be able to use software to manipulate and analyse data, for example using Excel or other software to merge, analyse and consolidate data
  • Be comfortable learning to use new tools and large data-sets
  • Be able to effectively communicate using verbal, presentation and written skills to technical and non-technical audiences
  • Have excellent organisation and prioritisation skills to lead and deal with conflicting demands.

HMRC Jobs Qualifications:

All candidates must have at least one of the following types of numerical qualifications:

  • A first or second-class honours degree or higher (2:2 minimum) in a subject containing formal mathematics and / or statistical training, for example, Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, Computer Science or similar.

Candidates must supply further information about their first or second-class honours degree where the subject does not immediately relate to a formal mathematics field. This should include the course modules completed so the mathematical content can be assessed against the essential criteria set above.

Candidates may apply in their final year of study whilst they are still awaiting their degree result, however, job offers will not be made until we receive confirmation of your degree result.

Or

  • A Royal Statistical Society graduate diploma.

And, in addition to one of the above qualifications:

  • Relevant previous experience of working in an analytical role where the skills you have developed can be transferred to this Data Analyst role.

All candidates will be required to demonstrate their knowledge and experience of using software packages and tools to analyse and manage data at the same level as a foundation degree / HND (Level 5).
