Salary: 8962 AED/month (including housing) + medical insuranceRole PurposeThe postholder will join the Operations Resourcing Hub for MENA South. The purpose of this role is to deliver effective day to day procurement management services to the Exams operations, ensuring venue availability, contingency and pipeline to meet demand through the contracts management across all venues.Function OverviewMENA ExaminationsOur Examinations work focuses on providing access to high quality UK qualifications to MENA customers, thereby facilitating the building of relationships with our target audiences. The MENA South Exams portfolio is of vital importance to the British Council in terms of both the impact and the income it generates for the organisation. Pre Covid, the UAE was among the top 10 exams businesses in the network by surplus. MENA South examinations work encompasses English products such as IELTS, Aptis (the BC Test), School exams, and a wide range of academic and professional qualifications. Dubai as a single Examinations centre probably engages with largest number of Examination boards in the world.The British Council’s core offers in MENA South are large teaching and examinations operations, together with a range of interventions in higher education and arts. Our centres in the cluster (Abu Dhabi, Dubai (inc Sharjah), Doha and Muscat), engage with differing and diverse demographics and consequently separate markets and challenges. The UAE, Qatar and Oman examinations operation has one integrated operations team across the four centres and an increased focus on business development and account management, which is key to the GNOME approach (Global New Operating Model for Exams).
The Operations Resourcing Hub for MENA South manages all venue and venue staff. This entails the use of BOSS, venue arrangements, procurement, venue staff management (RITCME), venue staff deployment, and venue logistics all of which is deployed across the three countries and four exams centres.Main Opportunities:The Operations Resources Officer role supports the sourcing and management of all Exams venues in the large and complex markets of Dubai and Northern Emirates. The post holder would identify suitable venues with capacity based on the business plan and market demand and handing over to the operations delivery team for deployment. The role is responsible for day to day procurement activities of the Exams Operations.Main AccountabilitiesService delivery
Risk and complianceTo ensure all Exams procurement activities are as per Corporate Procurement policy and agreed timelines to meet business requirements.Analysis and reporting
- Manage and support the resourcing of Exam Venues in Dubai & NE
- Manage relationship with all Dubai & NE venue partners to ensure quality and compliance of venues as per QCA and board standards.
- Contracts management of all examination venues in UAE
- Responsible for the procurement of all Exams operational requirements for the MENA South Cluster
- Inventory management of all 4 centers in MENA South Cluster
Qualification & Experience:
- Supports daily/weekly planning/capacity meetings, highlighting any risks
- Analyses outcomes and recommends improvements to resourcing standards

- Bachelor Degree in relevant field
- Recognized purchasing qualification(ex:CIPS) is desirable
- Fluency in English is essential
- Fluency in Arabic is desirable
- Relevant working experience for 2 years in a similar environment
- Experience of working with remote teams
- Experience in operational use of P2P within SAP is essential
- Previous experience in Exams environment is desirable
