USAID Jobs Responsibilities
As the incumbent of this position, you will serve as the Senior Advisor to the Chief of Staff, Deputy Administrator, and the Administrator. You will be responsible for providing direct staff assistance to the Chief of Staff on activities that directly impact the overall operations, programs, and policies of the Agency.
As a Senior Advisor, your duties will include the following:
- Serving as a technical expert, providing advice and guidance in areas that require extensive interpretation for a range of potentially different and unrelated program processes and methods; you will consult with all levels of management, headquarters personnel, other Federal Departments and Agencies, and foreign and commercial organizations;
- Playing a significant role in the formulation and implementation of the Agency’s policies, strategies, and programs in support of USAID’s mission;
- Investigating internal Agency matters for the Chief of Staff and the Administrator to help resolve sensitive issues; you will advise the Chief of Staff and Administrator about the factual situation, and explain or resolve apparent conflicts in program policies and objectives;
- Serving as a coordinator across the Agency and interagency to initiate dialogue; generate policy recommendations, interventions, and agency mechanisms; and undertake research activities that will be politically and economically feasible to support sustainable international development and efficient operations within the international development-assistance arena;
- Providing direct advice and guidance to senior Agency staff on behalf of the Office of the Administrator (A/AID) to ensure Bureaus or Independent Offices (B/IOs) are integrating sustainability, innovation, and efficient use of resources in Agency programs and policies;
- Initiating and coordinating agency-wide analysis efforts and dialogue sessions to devise Agency international development-assistance strategies, policies, and systems to make sure projects are transparent, accountable, efficient and results-oriented; and
- Advising on the Administrator’s short- and long-term schedule and planning, including for domestic and international travel.
Travel Required for USAID Jobs
25% or less – Travel will vary depending on the needs of the Office, but will not exceed 25% of the incumbent’s time.
14 – The full performance level of this position is the GS-14 grade level.

- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a security clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

Qualifications for USAID Jobs
GS-13; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
(a) reviewing and making recommendations on various policy and operational issues, particularly those that are of a sensitive nature or of interest to an organization’s leadership; (b) providing direct advice and guidance to senior Agency staff to ensure that sustainability and efficient use of resources are integrated in Agency programs and policies; and (c) serving as the lead operational point of contact and the primary channel of communication among the head of an organization and other senior staff.
GS-14; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
(a) providing expert advice and guidance on U.S. Government programs and operations and Administration policies, and serving as a Senior Advisor on critical policy decisions and other issues that are of significant interest to the public and Congress;
(b) enhancing and coordinating effective working relationships across sectoral lines, by identifying important areas of interaction and impact among programmatic areas and ensuring an organization is managing its programs to gain the greatest possible benefit from such interactions; and
(c) developing policies and procedures to assist in the development and maintenance of relationships with various stakeholders in the U.S. Government, private industry, non-profit organizations, and academic institutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
